The Administration must receive the criminal history record information for any proposed transfer of 5% or more of the license or the entity holding the license. If the transferee is an entity, the criminal history record information must be submitted for any individual holding 5% or more of the transferee entity. This applies to publicly traded and privately held entities.
“Criminal history record information” consists of the results of a fingerprint check through Maryland Criminal Justice Information Services (CJIS) and the results of a fingerprint check through the Federal Bureau of Investigation (FBI).
An individual who is required to provide criminal record history information may report to any CJIS location in Maryland for fingerprinting and request that a copy of the results be sent to the Administration by including the following information on the Livescan Application:

If an individual lives outside of Maryland and is unable to report to a CJIS location in Maryland for fingerprinting, that individual should email mca.reporting@maryland.gov for further instruction. The subject line of the email should read "Out-of-State Fingerprint Check," and the individual should include their name and mailing address in the email.
